Private Sector Competitiveness Project

The Government of the United Republic of Tanzania has received financing in the amount of US$ 95 million equivalent from the World Bank toward the cost of the Private Sector Competitiveness Project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project.

The project will include the following components
(i) Business Environment Strengthening with the aim to lowerthe costs of investing in, establishing, and operating a business in Tanzania.
(ii) Enterprise Development, using a combination of matching grants, strengthening of tertiary technical education and a cluster competitiveness program.
(iii) Access to Financial Services to increase access to financial services fully harmonized with the multi-donor Financial Sector Deepening Trust (FSDT).

The project implementation will entail a number of goods, works and services to be procured underInternational Competitive Bidding procedures. These will include:

Goods - Land registry equipment including security systems; GPS Stations, Survey/mapping equipment; Updating Geodetic Control and Base Mapping; Computer Equipment & accessories, Geo-referenced satellite imagery and consumables; and Vehicles.

Works - Rehabilitation and maintenance of office buildings.

Consulting Services # will involve firms and individual consultants for assignments such as: Review of re-engineering of land registration procedures; legal advisory services Management of Matching Grant for TBDS; Management of Matching Grant for GTI; and other project management technical consultants as may be required for implementation of the project.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits (may 2004),and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004). Occasionally contracts may be financed out of tied trust funds that would further restrict eligibility to a particular group of member countries.

Specific procurement notices for contracts to be bid under the World Bank's international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and dgMarket, as well newspapers.
