INVITATIONS FOR EXPRESSION OF INTEREST - CONSULTANCY SERVICES
Request for Expression of Interest for Mapping of Tanzania's 2002 census enumerator areas into a Geographical Information System (GIS)
Background
The Financial Sector Deepening Trust (FSDT) of Tanzania's overall aim is to develop a deeper financial system that can provide greater access to finance for more Tanzanians. Among its secondary objectives are to fund initiatives aimed at enhancing the supply of information on financial access, products and services in Tanzania. To accomplish this, the FSDT has implemented the national FinScope household survey. In the implementation of FinScope, census information is required to enable it to draw a nationally representative sample and to facilitate its fieldwork teams navigating to the sampled areas. The FSDT would now like to map the results of the FinScope survey and to do this the census data of Tanzania needs to be mapped.
Short Description of the Contract
The FSDT is now seeking the services of a Tanzanian based consultancy firm, which may have a partnership with international organizations, to map the 2002 census data of Tanzania. More specifically the consultancy firm will have to undertake the following:
- Establish a team of experienced GIS Specialists and GIS Technicians that will be able to undertake the work
- Participate in the capacity building on the methods to be used in the capture of the census data
- Engage with the NBS in getting access to digitized Enumerator Area ( "EA") data, topographical and sketch maps
- Liaise with key stakeholders in Tanzania including FSDT, NBS and the Surveys and Mapping Division
- Obtain the necessary hardware and software needed to undertake the project, the ownership of which will revert to the NBS on completion of the project
- Work within the offices of the NBS for the duration of the project
- Capture the remaining rural and urban EAs for Tanzania into GIS, including scanning of images, geo-referencing scanned images, vectorizing and cleaning the information and labelling the EAs with their unique 10 digit code
- Extract census data and link to EA boundaries in a GIS
- Produce a set of thematic maps showing the 2002 census data
- Present results to key stakeholders in Tanzania, including ministries and NBS.
- Project manage the mapping of the census data
AfricaScope, contracted by FSDT, will be responsible for the capacity building of the consultancy firm's team. A more detailed set of terms of reference and bidding instructions will be sent out to all short-listed bidders. The estimated duration of the contract is ten (10) months.
Technical Information
The successful short-listed bidders will have proven experience in:
1. Carrying out large GIS data capture projects in Tanzania or in the region
2. Being able to meet the following conditions:
a. The capacity to manage all aspects of this project
b. The experience, knowledge and skills to implement the project
c. Good knowledge to capture spatial and attribute data into GIS
d. Managing liaison with all the stakeholders including the FSDT and NBS
3. Carrying out data capture projects using scanning approaches, preferably in the socio-economic environment
4. Producing thematic maps for using in communicating the outcomes of the project
5. Liaising with senior government officials in the ministries of Tanzania
Short-listing Criteria
The evaluation criteria for the short-listing will focus on the capacity of interested parties to implementing the project. Interested parties will need to demonstrate:
1. Knowledge of and experience in carrying out large GIS projects in Tanzania and the region
2. Experience in carry out GIS projects in the socio-economic environment
3. Experience and key qualifications of the management team and having key individuals in charge of the different components
4. Experience in facilitating and liaison with key stakeholders
5. Experience of working with local Government ministries in Tanzania
Additional Information
Expressions of interest must include a capability statement, of not more than four (4) A4 pages, which shows evidence of relevant skills and experience in providing the services required under this notice. Abridged CVs of key personnel only, of not more than three (3) pages in length should also be included, together with a summary of training capabilities and facilities (either in-house or out-sources) for field teams - maximum (1) page in length. These CVs and other information can be submitted in addition to the four page capability statement.
Expressions of interest should be submitted to the address stated in the section below on Administrative Information, preferably by e-mail. Within two weeks of the deadline for submission of EoIs, successful applicants will be invited to submit full technical and cost proposals.
